The reporting for duty option just doesn't appear. Regaining winterhold hold is a matter of completing rescue from fort kastav. Can you be more specific i just finished the imperial civil war questline last night(and the stormcloak version closer to release).
I have this bug too i've tried everything i've tried hitting her i've tried using mark for death i've tried teleporting away teleporting back i've tried doing other quests i've tried reloading old saves i've tried everything and it won't work the only thing i could think that might have happened is that when i was at fort greenwall the soldiers were still running around acting like there was. I am on the reunification of skyrim quest and am trying to report to legate rikke at the imperial winterhold camp, however i do not get the option when talking to her to report for duty and thus continue the reunification quests; So i've finished the main quest in skyrim and i've now started the reunification of skyrim quest. Regain winterhold hold, and i cannot figure out why the npc (legate rikke) will not give me the option to futher the questline, ive tried googling how to resolve the glitch and everything and i have not found one successful attempt pn trying to get this issue resolved. This allows all location cells to refresh, and the next time you travel to the winterhold imperial camp, legate rikke will offer the reporting for duty dialog option. The only issue i can see that would occur is if you were on the regain portion of the questline and then do the ceasefire quest attached to the main storyline.
